September 14th, 2021 - Weekly Report

1) Public Works: Down one worker again for fire fighting duties; poured slab for new garbage dumpster at Hedge Creek Park; installed bear proof dumpsters at Tauhindauli park; did locates for upcoming power and water projects; talked to downtown business owners and set up closures for the film project; installed new irrigation timer at the Children's Park; staked the tree in front of city hall; installed trash can near Dollar General; the City Manager and I met with representatives from Jacobs Engineering (UP contractors) about their future restoration plans for the Upper Sacramento River in Dunsmuir area; changed the lock at the little league field; roadside maintenance on Dunsmuir Ave and Siskiyou Ave; mowed lawns; continued working with community service workers at the cemetery; collected trash; ran sweeper; replied to emails and phone calls.

 2) City Manager: Discussions with State Finance about uses of Federal Stimulus-Received first of two tranches from the feds ($187k each). It was determined that this money can be used to pay for law enforcement, code, and fire. This frees up $187,000 in the city’s budget for various uses including potentially reroofing the library and reimbursing extra expenses incurred by the Resource Center during the height of Covid; calls to State Parks to inquire about Prop 68 fund and the ability to purchase underlying property before the grant is finalized; Spoke to UP’s contractor-Benesch-promised an answer this week on a response to the second set of submitted trail plans; Met with UP and their contractor at the Public Works building about plans to fully remediate UP property to mitigate oil seepage into the Sacramento River-asked that they hold a public meeting on mitigation timeline and impacts to the community; Set up meeting with regional project manager at UP-to be held Sept. 14th; Worked on setting Short Term Rental rates; met with the owner of the House of Glass-they now have temporary power to allow them to perform remediation work. Their plan is to recreate the restaurant with high end lodging and spa facilities; spoke to a perspective Interim City Manager candidate-this issue will be discussed further at the Council meeting; Worked with Dianna Duran from Clemons Waste Removal on purchasing a new garbage truck; discussions on potential uses of Covid relief funds; wrote job descriptions for the Public Works Supervisor and Public Works Director-posted Public Works Supervisor job; reviewed 30% plans for Butterfly Bridge and had team meeting with Jacobs Engineering; discussions with Rico, Lynda Scheben about McConnel preparing fuel reduction grant for Dunsmuir; worked with contractor on proposed mural project in Tauhindauli Park.

 3) Wastewater Dept: Daily, weekly, monthly sampling has been completed; changed effluent filter from lines #1 to #2; cleaned and drained #1 filter; It has been determined that there are control censor issues with filter #1 filter-will repair or replace; emptied sludge drying beds and poured a new load on each; PP&L is working in the area on utility locates for their pole replacement program; ordered 55 gallons of sludge dewatering polymer; monthly report sent to state.

 4) Water Dept: Short week as Monday was a holiday; weekly coliform sampling completed; flushed and performed bacteriology testing on the line along Hart Ave.; new fire hydrants were installed on Hart and Hemlock; continued with water reader installations ( mountain estates area); springs and tanks checked-levels are all good; several utility locates were done for UPRR, SnL ,and pacific power;

       -Water Main Replacement update:

        -Currently connecting Shasta View, Hemlock, Wells and Hart customers to new Mains.

        -Needham Ave mains installed and filled.

       -Simpson Ave.  to start next week with installing new main and services

 5) Finance: Accounts payable; accounts receivable; payroll, utility billing, audit prep.

 6) Fire Department: For the period, the department responded to (16) dispatches, (10) EMS, (1) other type fire, (1) Hazardous Situation, (1) Vegetation Fires, (1) Traffic Accident; no in person training was conducted this week-fire personnel were assigned on-line training; all equipment and apparatus are in good working order; entered run reports into computer data base; reviewed the Short-term rental ordinance and discussed fees and estimated inspection times with the City planner;  reviewed a new state law AB-38 (effective July 1, 2021), which requires a defensible space inspection of a home that is for sale in a “High Fire Severity/Very High Severity” zone to determine how it will impact department workload; the Chief communicated with CalFire Battalion Chief to determine if they will conduct the inspections;

 One fire engine with personnel committed to the Monument Fire in Trinity County. I still have adequate personnel available to respond to local dispatches.
