Every eight years, each California city and county must update the Housing Element of their General Plan and have it certified by the California Department of Housing and Community Development (HCD). The Housing Element is a policy document that identifies the City’s existing and future housing needs. It establishes goals, policies and implementation programs intended to address constraints, housing needs for all income levels, and to comply with State housing law. On November 16, 2023, following public outreach that included a community survey, and duly noticed public hearings, the Dunsmuir City Council authorized submission of the 2023-2031 Draft Housing Element to HCD. Following completion of the mandatory 10-business day period, the Draft Housing Element was submitted to HCD on December 5, 2023. A public Open House on proposed Housing Element programs and key themes was held on December 18, 2023. On March 4, 2024, the City received HCD’s housing element review letter that identifies the Department’s findings and those revisions to the Element that HCD believes are necessary for the Element to substantially comply with State Housing Element Law (Government Code Section 65580 et seq.).

The Draft 2023-2031 Housing Element is available online at http://www.ci.dunsmuir.ca.us/news and at https://www.siskiyou-housing.com/dunsmuir/. Hardcopies are also available for review at Dunsmuir City Hall, located at 5902 Dunsmuir Ave., Dunsmuir, and Dunsmuir Branch Library located at 5714 Dunsmuir Ave, Dunsmuir.
